Core values

Our core values of being professional, staying proactive and people count underpin our way of working, from communication to decision-making.

Being professional
As a statutory regulator, we must set a good example in corporate governance for the business community as well as society as a whole. Our people are committed to maintaining the highest standards of professionalism, fairness and ethics in everything we do — from answering public enquiries to drafting rules to guide the industry. To ensure our employees comply with the highest standards, we communicate our expectations to them clearly through our staff code of conduct, working manuals and guidelines. To support the continuous professional development of our employees, we foster a learning culture and strive to provide them with learning and development opportunities.

Staying proactive
More than ever, it is crucial for us to stay ahead of emerging regulatory challenges, including rapid technological innovation and other structural developments in the financial services industry. Regulatory policies are regularly reviewed and enhanced where needed. We adjust our manpower strategy to address changing market conditions and support our long-term development. Internally, we promote a culture of continuous improvement.

We foster cross-training and collaboration with regulatory counterparts, for example, to more effectively combat financial crimes. We closely cooperate with Mainland, local and overseas regulatory counterparts and play an active role in global standard setting bodies.

In recent years, our front-loaded regulatory approach has allowed us to tackle the greatest risks facing our markets as well as to intervene at an earlier stage to address persistent problems and pre-empt emerging threats.

People count
People are our most important assets. Our employee value proposition, "The right place for people with a purpose", expresses our unique positioning and vital role in the financial community as well as the challenging and dynamic work environment we offer.

The professional and career development of our employees matters. We offer a variety of ways for our employees to learn and develop their technical and leadership capabilities. Personalised career planning is in place to enable aspiring employees to develop their long-term career within the SFC.

The voices and engagement of our employees count. Our people are encouraged to share their perspectives and ideas through different channels, ranging from cross-divisional working groups to sharing sessions where our CEO provides organisational updates and answers questions from our employees. Internal communication programmes facilitate cross-divisional communication. In the Commission Connection Series, divisions share their operational approaches, strategic direction and current developments with colleagues from other divisions.
